Professional biography of Lipski S.A.

Student of the Moscow Institute of land use planning (1982-1989).

Service in the Soviet army 1983-1985.

He started career in 1989, as a junior researcher in the Moscow Institute of engineers of land use planning (after end of that Institute).

In 1990-2011 he was in the public service:

advisor of the Russian Federation, 2nd class (1997);

advisor of the Russian Federation, 1nd class (1998);

state advisor of the Russian Federation 3rd class (Decree of the President of the Russian Federation dated January 26, 2005, № 88);

state advisor of the Russian Federation 3rd class (order of the Government of the Russian Federation from December 1, 2007, № 1716-р);

full state advisor of the Russian Federation 3rd class (Decree of the President of the Russian Federation dated April 29, 2008, № 612).

The main direction of work in a public service was preparation and examination of projects of federal laws, decisions of the President of the Russian Federation and the Government of the Russian Federation on issues of land use and management of agro-industrial complex.

Teaching at the State University of land management since 1999 (up to 2011 - part-time and on an hourly basis):

senior lecturer of the Department of land use and land cadaster (1999);

ass. Professor of the Department of land use and land cadaster (2001);

professor of the Department of the land law (2009);

head of the Department of the land law (2012).
